      Ellipse Energy are planning a mini refinery project in remote South East Asia location, with construction scheduled to start in Q3 2006. Logistics for fabrication and construction of crude oil [2 off 50' diam x 48'] and product [4 off 25' diam x 32' for gasoline, naphtha, diesel and heavy distillate] API-650 storage tanks at location are extremely difficult due absence of skilled labor force and local infrastructure. I was advised the Russians have a "roll out" steel tank design for fast installation in remote locations, and that overcomes many of the logistics problems - does anyone know about this tank system ??

        I remember seeing years ago some information on Russian tanks where the whole shell was assembled in the shop (minus a closure vert), and then field erected in one piece. Is that what you mean? It seems to me that you would still need decent welders, cranes, etc., to finish out the job. You might reduce time on site, but would still need to import the necessities of tank construction. And if anything, you would need workers that were more skilled, and larger equipment, to do the job. I don't know right offhand if that Russian system was ever used in a cost-competitive environment. I sure haven't seen the practice take the tank-building world by storm.

          I have had some experience of the type of tank construction you are referring to. It is quite popular in The Sudan and other East African countries. It is old Rusian technology. The tank plates are all welded together and at least one (sometimes two) vertical seams (top to bottom)are left to be carried out at site. The essential problems are that you need the equipment to un-roll the tank plates and place them on the tank bottom. You also require a very large crane and transporter to bring the fabricated plates from the fabrication shop and to erect at site. The welding itself is not such a problem. I can not see any obvious advantages other than perhaps in countries with exceptionally low temperatures (which probably why the Russians developed the method in the first place) and where there could be a very small window of opportunity for site welding of tanks. Some customers I know have ordered the tank material in this rolled up format from companies who still have the technology but then had great difficulty find a local contractor with the equipment and expertise to erect the tank. My advice, try a stick to the more conventional tank fabrication and erection methods where with automatic welding machines the on site tank fabrication and erection time can be kept to a minimum.

            I recall reading in a camera magazine back several years ago, that one of the state-run East German camera manufacturers actually started doing accounting of costs and income, and discovered it had been selling the product for just a fraction of the cost to make it. As long as the business was government-run, this wasn't an issue; but in a free market, that kind of business grinds to a halt in a hurry. I have wondered if the same sort of thing didn't go on with that partictular system of tank manufacture. Through the years, I have seen ads for a couple of systems of erecting tanks directly from coils. While it looks good on paper, you don't see many tanks going up that way.
