Have you considered "subbing" the tank design as well as the foundations out to a firm that does this as a specialty ?

This is a pretty big tank....

A dissertation was recently was published, two-days ago, on the broad and siphosicated topic of unanchored tanks. http://www.engr.csufresno.edu/~aelzeiny/PhdThesis/d_pre2.html Have not read it all but I am pleased.

We have a couple of rules about foundations for large tanks.

1 - Core soil samples are needed regardless 2- Tanks foundations are always place 100% on rock strata or 100% off rock strata but never in-between or over lapping both. 3 - Ring foundation as a minimum is needed regardless 4 - Seismic zone requires pilings around the ring tank foundation as a minimum 5 - The severity of the seismic zone determines whether a concrete slab is placed under the tank floor with supporting pilings. This is in addition to the ring/skirt/diaphragm foundation having pilings as well.

A critical issue is the footer pressure has to be equal to the floor pressure when a ring foundation is used by itself. Othersize the settlement will occur witht the floor relative shell and vise versa.

I agree with you on the big picture.
