Tank shell thickness

A tank of 55 m dia fuel oil storage designed to API 650 code, the shell thickness in the range of 43 mm to 11 mm for 11 shell courses. Considering the dome roof design compression requirements, additional shell course of 16 mm of 2.1 m wide above the shell course of 11 mm provided. Technically is a higher shell thickness above the the lower shell thickness allowed as per code? Please advise

I cannot think of a reason to disallow a thicker shell course on the top shell course, for the simple reason the a compression ring compensation can include the shell thickness or to provide a modest amount of shell stiffening. With this said, it is not used often since the price of steel is by weight and a sheet or plate steel is more expensive under normal conditions that shaped steel like angle iron.

Well I should have read your question better. Ugh. No it cannot be thicker than the bottom shell course, and I was considering a modest increase in thickness from the shell course just below, but it is more practical to keep the upper shell courses just thicker than at minimum plus a modest corrosion allowance. In practice, the shell as well as roof live loads and how the roof is attached such as moments sets the basis for thickness at the top courses after hydrostatic elastic considerations.
