Assessment after Wind Damage

Im looking for some code guidance to assess a tank damaged by wind. The floor was anchored with chairs and 1 bolts on the North side and the wind came from the South. The floor was picked up and the 2nd, 3rd, and fourth shell courses were bent in on the South side. Bolts with chairs that were not welded were bent 90º on the west side and about 45º on the East side. No chairs were staged or attached on the South side. Im concerned about the sketch plate floor which hasnt settled back down on the South side. Im also concerned with the settlement of the slab and sand along with the condition of shell/bottom weld. Im having a hard time finding anything in 650/653 that I can hang my hat on and hold the contractors feet to the fire with codewise. Can anyone offer some suggestions or maybe point me to some engineering reviews or code cases?

Your problem is not unique, but tragic for sure. When a tank gets damaged as much I read into your comments, then a experienced engineer is needed to established what is repairable and what has to be replaced. Being an API653 Inspector is very helpful, but API653 is not setup to handle such damage. For sure this is not much help. ITS

Right! ...and you can never go wrong when something is severely bent then cut it out and replace. Based on what you said about the anchor chairs, I would recalculate the wind loading and means of fastening the storage tank down. Good luck...

I would limit my minimum testing temperature for a tank (or even for a vessel or a piping system) by the =

Temp = maximum of [ Min(lower shell) , Min(shell# 2) ....Min (Upper shell) ]
