Please clarify that IFR can accommodate the product with high RVP upto 13 psi.
What is the maximum RVP of product can handle in our IFR design?

I thought it was nearer to 11 psi, but any difference should not be a problem as all IFR have many areas in their construction where pressure is relieved - mainly rim gap seals, column seals, guide pole seals, etc.

The US EPA limits the use of an internal floating roof to situations where the TVP is less than 76.6 kPa 11.1 psig.

RVP is a physical property of a liquid and does not necessarily indicate the vapor pressure it contributes to the atmosphere under a floating roof. RVP Reid Vapor Pressure is the TVP True Vapor Pressure at 100 DegF. Most liquids like gasolines are not stored at 100 DegF so their TVP is less than their RVP. It is a general misconception that TVP can lift the deck out of the liquid. This vapor pressure is a partial vapor pressure and the pressure under the cover is never more than atmospheric unless the product is boiling, regardless of the liquids RVP. Boiling is by definition when the TVP of a liquid exceeds atmospheric.

Most aluminum floating roofs weigh at most about 2 psf 0.014 psi. This is about 1/100 of the maximum TVP allowed by the US EPA. Clearly, the TVP is not related to the pressure under the IFR or most would be floated on vapors and pressed against the fixed roof. Steel floating covers weigh about 0.10 psi and would be subject to the same indignity.

Once again a very comprehesive reply from David - to conclude and reiterate my earlier comment, TVP and RVP of the stored product should not be a concern when the tank fitted with an IFR is operating normally.

My main point is that there is no pressure to be relieved from the vapor pressure of the product unless the liquid is boiling - any openings in rim gap seals, column seals, guide pole seals, etc are just sources for evaporation losses. Pressure and vacuum under the IFR normally comes from filling / emptying when the deck is supported on its legs or chains or cables.
