      I have a water Tank 2000 m3 without Flush-Type cleanout fitting.
      Is it to be considered as API 650 Tank?

        Depends on the code it was built to. AWWA is the code usually used for water tanks, API is intended for oil tanks but can be used for water tanks. Both have flush cleanout information. AWWA says to use the API details for flush cleanouts with some additional considerations.
