      I dont have the material to install these accesories to the shell but i need to do hydrotest urgent, can i install the platforms and stairs after i do the hydrotest or API650 restrict that???

        7.3.6.1 This hydrostatic test of the tank shall be conducted before permanent external piping is connected to the tank. Attachments to the shell defined in 5.8.1.1, located at least 1 m 3 ft above the water level, and roof appurtenances may be welded during the filling of the tank. After completion of the hydro-test, only non-structural small attachments may be welded to the tank in accordance with 7.2.1.11.

            I think I am losing your meaning in that question. If you are asking if you can install the stairs and platform onto the tank shell after the hydrotest - yes for 1 m above the water line - but no for anything below that point. Any stairs above that point and the roof platform can be installed and any other stairs from the bottom up to 1 m above the water line cannot be installed. But, if you are installing a stringer type stairway, the supports could be welded to the shell and the stairway bolted onto those after the hydrotest. I would suppose you could weld support to support, as long as nothing is being welded to the shell after the hydrotest.

        Welding the stair treads to the shell is not minor welding.

        What I have done in the past for the same situation, weld all pad plate of stairway supports on the shell. After hydrotesting the stairway supports are welded to the pads which are already welded before hydrotesting.
