You would get that information from a qualified weld procedure.

        Should or shall?
8mm can be done with a single pass. Some companies require two pass on all plate thickness, some two pass on over 6 mm. This is up to the fabricator and/or the owner.
Have seen a single pass on 10mm laps, but the welders that can do that are few and far between.

I read the question to mean the floor plates. However I cannot find in the standard where two pass is required for either the floor plates or the corner weld. API 650 5.1.5.7 gives the fillet weld sizes.

Depends on the material according to API 650 5.1.3.6.1, as per my understanding.

                  Thanks!
5.1.3.4 Single welded lap joints are permissible only on bottom plates and roof plates.
                  5.1.3.6.1 a - SMAW greater than 6mm requires multipass
I stand corrected and thanks again!
