      allowed by regulation to make the change of a drain pipe of the tank by completely removing the pipe and put a new one?? is allowed to grind the welds in both the body and the reinforcement and welded the new pipe?? some benchmark API 653??

        It may be the picture but that does not look like Sch 80 to me.
        You could put a new nozzle in if it is not sch 80 or if it is gouge the weld and pipe off inside and install a new piece of pipe. MT/PT the weld and test the re-pad.

        What size is the nozzle? What thickness and grade is the tank? I note that there are some extra duplicate weld symbols on the drawing.

          pipe is 4 SCH 80, according to construction plans. the shell of A-36 tank is 5 mm thickness. the flange is 4 150 # A-105. it has strengthened the connection on the outside of the tank that has the same shell specification

            Based on your information, Id say there is no problem cutting it out and welding in a new one, with qualified welders using proper weld procedures and standard NDE.

        For detail and clear comment, it better you mentions the required data of existing tank from existing Nameplate or datasheet of tank.
        Yes you can do, to make the change of a drain pipe of the tank by completely removing the pipe and put a new one and please read more detail of ADDITION OR REPLACEMENT OF SHELL PENETRATIONS from API 653.
