As noted by others, API has a detail for this. It is intended to be a tie-off point for workers on the roof. Some owners put one or more in the tank center and one at the access platform with a slack SS cable between them. Then you can clip on to the cable, safely make your way to the center and tie off there. Note: API does not load rate the device.
