I think I am losing your meaning in that question. If you are asking if you can install the stairs and platform onto the tank shell after the hydrotest - yes for 1 m above the water line - but no for anything below that point. Any stairs above that point and the roof platform can be installed and any other stairs from the bottom up to 1 m above the water line cannot be installed. But, if you are installing a stringer type stairway, the supports could be welded to the shell and the stairway bolted onto those after the hydrotest. I would suppose you could weld support to support, as long as nothing is being welded to the shell after the hydrotest.
