Welding pad plate after hydrotest

Dear expert,

I believe this is many time happen in the tank construction. A tank with 10 M dia. designed per Appendix F. Hydrotestatic and pneumatic test have been performed. Material for bottom, shell and roof is A36.

The crew miss to install a pad plate on the roof. This pad plate is for pipe support and there is no other options except weld the pad plate to the roof.

Can we just weld and apply NDT on the welding joint ? The code does not call for NDT on the pad plate on A36 material.

Any suggestion ?
