Bolting and shell manhole

Dear experts,

Figure 5-7A in API 650 showing bolting of shell manhole where the nuts are on the cover side and the bolts are on the flange side.

Is there any technical problem if we put in opposite nuts on the flange and head of the bolts on the cover ?

Is there any statement in other standards relating to this issue ?
