Peaking and banding

I feel that peaking and banding is limited to measuring at only the shell weld seams as it says in API 653 4.3.5.1. Others argue that it can be used anywhere on a tank, mostly the banding at barrel rolled areas in a shell course and use 10.5.5 as their point of base. I would think you could use out-of-plumbness measurements to get your pass/fail on a barrel roll. Problem with that is that it only mentions measuring at the top and bottom of a shell course, but I would think if you have obvious issues, you should measure and include them in your calculations in order to have inconclusive data for a path forward decision. Anyone have any experience in this particular issue, or any informative comments? Bonus question: How would you measure peaking and banding on lap welded joints?
