The wicking is symptomatic of that design where honeycomb panels are glued to edge closure extrusions and the assemblies are separated by a small gap with bolts in the gap going top to bottom clamping W-shaped extrusions to hold the panels together. There were actually two manufacturers of this style of roof, one only made a few dozen and the other is still making them as far as I know. The military did buy quite a few over the years.
