Sorry to be persistent but I have seen several tank-within-a-tank installations and they were all quite serviceable. I did at one time design and install a pair of floating roofs in such a configuration - one round one inside the inner tank and one donut shaped in the space between the two tanks. As far as I know they are still floating. A partition is not an inherently stable or strong structure. Im sure you can do it though, with enough bracing and stiffening - not that different from a rectangular tank of which I have been involved with also. Anyway, good luck and please let us know what you decide to do and how it works out.
