You cannot do it and be in compliance with API 653.
That said, if you are the tank owner, and if it is temporary, you have a tank engineer review what you are going to do, and someone in senior management will approve it IN WRITING, then you can do it.
However, THIS NON-STANDARD REPAIR WILL IN NO WAY BE IN COMPLIANCE WITH API 653
Reading between the lines,and I may not be reading correctly, the tank owner wants a cheap repair without having to replace the shell course.
