There is no API rquirement for foam seals extending into the liquid, shoes seals must extend 4 in and 6 out. However, as the floating roof moves up and down, the foam seal will change shape and move up and down also. So, it makes sense that it extend into the liquid in nominal position so it remains in the liquid when the roof is moving down.
