These two materials are carbon steels with very similar chemical compositions, therefore from the view point of corrosion resistance they both will perform the same, in my opinion.However, the A36 plate has allowable stresses test and design between 10 and 16 percent higher than the A-283-C and this lead to a proportional thinner thickness in the shell courses and therefore less cost. For small tanks this fact could not be and advantage due to the minimum permitted thickness of shell courses depending on the tank diameter.
The elongation of the materials is not a consideration in the design of the tanks per API 650.
