API 6507.2.1.10 refers to manual metal-arc welds - means SMAW
FCAW is semi automatic welding
The term Low Hydrogen Electrode means SMAW process electrode.

And on the round seam, does your company allow automatics? Or do you require SMAW on the round seam?
If the company you work for is willing to accpet up to a 100% higher cost for using 7018 on the floor, you are the owner. It is your money.
But it is not in anyway a better weld. There has been hundreds of thousands of feet of jet run. Set the machine and there is no issue with porosity. You get some green bullganger who does not know how to set up the machine to get the slag curl when jet is set right and sure you can get porosity. After all, once you get away from the shell, the weld is nothing but caulk.
