Number of Manways

I had a question posed to me to day on the number of required manways. The person I was talking to said 2 manways were required as a minimum and 3 or more were required as the tank diameter got larger and I disagreed. I can not find in 650 where a manway is required.
Does anyone know where or if there is a requirement on the number of manways on a 650 tank. I have checked OSHA and they say nothing.
This is not a specification requirement as the company I am working for now requires 3 up to 150 foot diameter and 4 over 150 foot diameter.
The question posed to me is one of required by the standard. Not good sense issue either. I know the more and larger the merrier, but how many are required.
