E6013 Vs.E7018 Welding electrode for AST bottom plates repair.

we have one crude tank in our refinery is under maintenace.We are providing patch plates of varying sizes as per result of LFET inspection.For welding these patch plates we have recommended E7018 low hydrogen electrode,but we have doubt that contractor is using E6013 in place of E7018 welding electrode.

Does it make any big difference other than Cost and lesser welder fatigue?

Kindly help us in this regard.thanks.
