All the companies I have dealt with, have API 653 certified personnel either in the field or in the design section of their office. But the burden lies with the owner / operator to ensure the design and procedures follow whatever code they are using. They may have to have a API 653 inspection person on their staff or hire one to oversee the project. I do not believe there is a certification for API 650.
