Ground-supported flat-bottom storage Tank Design Code?

I have a client who is requesting review of a design for a milk tank. The current design utilizes IBC2006 and the AWWA D100-05 for the seismic design. I dont know how he designs for self weight. His question to us is if there is another code or exceptions to the current code that lessen the restrictions for tanks used for milk storage for seismic and wind. He feels that his competition is using a less restictive code, coming up with a cheaper product.

The only thing I see that might apply would be section 13.2.11 - Alternate procedures for ground-supported flat-bottom tanks.

Any help would be appreicated.
