I am not sure if I completely understand the situation as you describe. However, you can go to API 650 10th Ed. Appendix I for information on ways to satisfy under-bottom leak detection with a single bottom. My main thought is that of the client wants a double bottom whats the issue or argument. Its more money and time at that site.
