Painting prior to hydro-testing

The contractor here wants to paint the newly constructed tanks prior to hydro-testing in order to make up on lost time. He hit me up about it first (just a lowly API multi-cert inspector) and I told him I didn't like the idea and that it's not a good practice in my opinion; but that as far as I knew, it's a purchaser's agreement type thing (since I couln't think of any code requirements addressing it). Nobody else here can find anything, code-wise, and the higher ups have agreed to it. I still don't have a 'warm fuzzy' on this and I know the possibilities and issues (and pointed them out) that could arise, but what can I reference to specifically, to change their mind; or should I even bother? The only time I've seen this done was on a water tank, not a finished product AST.
