What is the proper interpretation of API 650 3.1.5.7 (b.) Shell to bottom fillet welds. Example: If you have AST with a 9/16" annular plate thickness and a shell bottom course thickness of 1-1/4" are you limited to a 9/16" weld size or can the weld size be up to 1-1/4", but not exceed the shell plate thickness.
