Internal Floating roof drains ( swing joint design)

We currently have a slop tank out for service. This tank is equipment with a steel compartmented internal floating roof. Engineering and Operations are considering removing the roof drain assembly all together. I am concerned about this, and what to confirm if a roof drain is actually required, for a internal flaoting roof design. The tank was built to API 650 and the roof built to API 650 Appendix "H". Any opinions or comments would help...
